PAVEMENT CYCLISTS: Fines issued to help prevent injuries

I am writing with reference to the story regarding the consequences of Operation Oatmeal.

It is illegal to ride on the pavement, regardless of whether it is 5.30am or 5.30pm and cyclists should abide by the law. Although some might regard it as a silly fine, these are issued to help prevent others from getting injured. If, for example, the cyclist had knocked a pedestrian over that cyclist would be held accountable and surely receive more than a £30 fine! If there is no one about at 5.30am then use the roads provided.
