Troubled Pinchbeck hostel could be demolished

A hostel which has been the focus of knife crime and antisocial behaviour could be demolished to make way for homes.

Cecil Francis Ltd wants to demolish commercial buildings and a hostel on Cecil Francis Business Park, Bear Lane, Pinchbeck, in order to create new homes.

The firm has also applied to South Holland District Council to change the use of an office to homes.

The application’s supporting statement says: “The hostel is of timber construction and has now come to the end of its serviceable life, it has also been the focus of anti-social behaviour including knife crime and burglary.

“Commercial changes have resulted in decreased demand for commercial space on the site, and in addition to this the storage elements of the site have created difficulties associated with noise pollution. It is therefore believed that demolition and redevelopment would extinguish many of these extant problems.

“The demolition of the commercial buildings and redevelopment of the site for residential purposes would eliminate a troublesome commercial use from what is predominantly a residential area. It would also allow for significant visual improvements within the conservation area.”

The application is also seeking to change the use of a historic barn from commercial to residential.

It also includes plans to create a detached garage for the barn conversion and a new access point from Bear Lane.

The statement says: “The traditional barn proposed for conversion offers value in both historic and architectural terms and consequently is considered worthy of retention.

“The remaining commercial buildings are however of very limited historic value and are poor from an architectural design perspective.”
