Letters on Holbeach street art

Is this graffiti?

I was very happy to read that South Holland District Council was looking at street art in the area. I visit Peterborough quite a bit and I have to say it will brighten up the area.

The only thing that baffles me is that it looks like it is one rule for us and one for councillors. I see Tracey Carter has put some up in Holbeach.
