Police are reviewing town centre CCTV footage to try and identify the youths who were thought to have worn navy or black coats with furry collars.
A Vine Street resident, who asked not to be named, said: “The youths climbed up on the flat part of the roof and I could hear their footsteps as they walked across it.
“When I caught them, they ran off laughing as if they thought it was a game.
“But these things start off as a prank and then develop into something else.”
There had been unconfirmed reports of a similar incident last Tuesday when a fire extinguisher was possibly set off.
Both incidents came after three people ere seen on rooftops above a number of shops in Market Place, Spalding, on Thursday, October 22.
