Spalding: DPPO to come into force before Christmas

A SPALDING order which will clamp down on loutish drinking in the town centre comes into force from December 19.

The Designated Public Places Order will give police officers and PCSOs the powers to confiscate alcohol from people in a designated boundary in the town centre if the people are behaving or are about to behave anti-socially.

Anyone who fails to comply with the order, which has been made by South Holland District Council, may be issued with a penalty notice for disorder of 50 or arrest and prosecution leading to a maximum fine of 500.

The boundary ends at the River Welland on Commercial Road, before encircling the Parish Church and running just short of Spalding Grammar School.

It runs up St Thomas's Road and cuts across to the back of the railway station and around the Sainsbury's roundabout.

Spalding police began working towards the order after reports from members of the public who were concerned about littering, urinating in the street and anti-social behaviour.

They compiled a dossier of information including coupons from the Spalding Guardian asking people to list offences they had seen, 15 letters from the public and diaries.

The information was then passed on to South Holland District Council, and after a formal consultation period the order has now been passed.

It will not be an offence to consume alcohol within a designated area but failure to comply with a police officer's requests to stop drinking and surrender alcohol without a reasonable excuse would be.

It will not apply to any designated public places, such as pubs, clubs or premises which sell alcohol.
