Site meets criteria
Concerns were raised about the site west of the A151 at Holbeach because of its proximity to land opposite earmarked for employment purposes.
On Wednesday councillors heard that the site met the original search criteria and was at a medium to low risk of flooding.
There is a water main available nearby and electricity can be connected but the council is still waiting for a detailed cost for this.
Individual sewage treatment plants would also be required at a total cost of 50,000.
The site has been valued at between 15,000 and 20,000 and costs to develop it are estimated at 403,313.
The highways authority said the A151 is liable to increased traffic use when the employment/residential site is developed which would lead it to have some concerns.
Coun Nick Worth said: "I did not realise how far away this is from a residential property, which is good to see.
"I can understand how highways has some concerns – but these are probably shared by most people in Holbeach. They would like to see a roundabout at Peppermint Junction and that may help bring that forward."
He said members had to give consideration to the potential development of land opposite, but added: "This is a good site, in a good situation.
"Generally we should support this site, it's got good access to services, access to schools and the A17.
"I could not dispute this as a site."
There were 57 responses to this site and the land owner Lincolnshire County Council Farms Estates objected because of the impact on farming land.
