PARISH Council met on December 9. A two minutes’ silence was observed in memory of the late Ray Noble who had died on November 26. There were no members of the public for the open forum and but there was a member of the public present who wanted to observe the council meeting as he had previously seen on the website that the parish was trying to co-opt new people as they were two councillors short in the Gosberton ward. He was unaware that sadly the council was now short of three councillors. Out of respect the clerk will not contact South Holland District Council until after Coun Noble’s funeral has taken place, and then they will have to advertise the positions. Neither Coun Clark or the clerk have had any success in reaching Network Rail who have still not been and cleared the vegetation close to Westhorpe Bridge, but they will keep trying. The precept for 2014/2015 is usually set at the December meeting but the clerk had received details from South Holland District Council earlier that day to say that they were still considering the responses to the consultation that ended on November 29 and that they will then support their Council Tax Support Scheme on January 22. They will contact the parish councils with further information. The precept form has to be submitted by January 31. In view of this, no further discussions could take place and this will be an agenda item for the next meeting. One of the sycamore trees had blown down in the strong winds at the playing field and the clerk is to report this to Richard Littlewood, at Lincolnshire County Council, who is providing a tree report covering the trees on the playing field, and also to Diane Fairchild at South Holland District Council. The parish council had contacted highways as Green Lane is getting bad again and they have visited the area and will continue to monitor the situation. Four planning applications were discussed and the results of three previous applications were reported. There continues to be a problem with rubbish being dumped in Lowgate and the clerk is to report this again to South Holland District Council. The next parish council meeting is on January 20, 7.30pm, in the Public Hall.
