The application from D & R Property Services to put a pair of semi-detached houses and a terrace of three on the land, owned by the district council, was seen as “over development” by councillors who refused it on a 9-1 vote.
District councillors also criticised the layout.
Councillors linked to the council-owned housing company, Welland Homes, declared an interest and left the meeting.
Thirteen public objections were sent to the council and there was strong opposition from the parish council who objected to development on a play area used by residents of Seagate Terrace.
