Judge Paul Waberski selected Spalding retailer Bookmark and the Ship Inn, of Surfleet, as the joint runners-up.
Bookmark, in The Crescent, was praised for the friendly approach of its staff and was recognised for offering the chance for many people in the area to meet their favourite authors.
The popular Ship Inn had already celebrated taking home the award for best business start-up.
